When Himmler realized the war was going badly he made sure the German citizens became away of the atrocities and that they would be retaliated against to ensure they could not surrender. Today, those who participated in what is now a larger crime know that they are at risk, which means they can only double down. They will do any additional crime to no limit to avoid prosecution. Anything. No limit.
